Split the distance
Start with one total for the reporting period, then break that total into a figure for each jurisdiction the vehicle traveled in. That way, you can calculate distance first and handle rates later on the quarterly report.

Miles that feel nontaxable
Total distance includes all miles or kilometers traveled in the tax reporting period by every qualified vehicle in the fleet, even if a jurisdiction treats some of those miles as nontaxable. That is why the first step is to capture the full distance before any rate work.
