The app will be built for the phone, with no account required. Records will stay on the device, so you can keep your notes close at hand without setting up a separate login.
Not a filing portal
If you are asking What is the best IFTA tracking app?, Haulbook is meant for tracking, not filing. IFTA is the International Fuel Tax Agreement, and the base jurisdiction provides the return and tax rates each quarter and processes the quarterly returns. You would still file with the base jurisdiction.
