For IFTA, your base jurisdiction is tied to where the qualified motor vehicles are registered, where some travel occurs, and where operational control and records are maintained or can be made available. Leased onto a carrier
If you are leased onto a carrier, ask who holds the IFTA license before you assume you file. A person based in a member jurisdiction who operates a qualified motor vehicle in two or more member jurisdictions is required to license under the Agreement, except as the Articles state in R310 and R500.
